The ATC-41e (FEMA 354) report, A Policy Guide to Steel Moment-Frame Construction, was funded by the Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (OES) and produced by the SAC Joint Venture (published 2000, 27 pages)
The publication addresses the social, economic, and political issues related to the earthquake performance of steel moment-frame buildings. It also includes discussion of the relative costs and benefits of implementing the recommended criteria.æ This report supercedes the report, Update on the Seismic Safety of Steel Buildings: A Guide for Policy Makers, published in 1998.
