This report documents the history of U.S. codes and standards of practice, focusing primarily on the strengths and deficiencies of current code approaches. Issues addressed include: seismic hazard analysis, earthquake collateral hazards, performance objectives, redundancy and configuration, response modification factors (R factors), simplified analysis procedures, modeling of structural components, foundation design, nonstructural component design, and risk and reliability. The report also identifies goals that a new seismic code should achieve.
