The SAC-94-01 report, Proceedings of the Invitational Workshop on Steel Seismic Issues, was produced by the SAC Joint Venture. The Workshop was sponsored by the SAC Joint Venture Partnership of SEAOC, ATC and CUREe, and by AISC, AISI, and NIST. The workshop addressed the difficult technical issues raised by the poor performance of steel moment-resisting frame buildings during the January 17, 1994, Northridge earthquake. ABSTRACT: The report contains (1) a synthesis of the findings of the workshop, (2) a review of the buildings' performance, (3) a proposal to address the technical and professional problems posed by the performance, (4) summary reports by six Working Groups, and (5) the technical papers prepared for each group as a basis for discussion and for formulating approaches to the resolution of the problems.
