The ATC-63 (FEMA P-695) report, Quantification of Building Seismic Performance Factors, was developed under a cooperative agreement between the Federal Emergency Management Agency and the National Earthquake Hazards Reduction Program. (Published 2009, 422 pages)

ABSTRACT: This report describes a recommended methodology for reliably quantifying building system performance and response parameters for use in seismic design. The recommended methodology provides a rational basis for establishing global seismic performance factors, including the response modification coefficient (R factor), the system overstrength factor (0), and deflection amplification factor (Cd) of new seismic-force-resisting systems proposed for inclusion in model building codes. The report also includes example applications intended to assist users in implementing the methodology and supporting studies.

In January 2010, the FEMA P-695 report was awarded the Engineering Excellence Honor Award by the American Council of Engineering Companies California.
