The ATC-66 (FEMA P-774) Report, Unreinforced Masonry Buildings and Earthquakes, Developing Successful Risk Reduction Programs, provides guidance on how to develop programs to reduce the earthquake risks of existing unreinforced masonry (URM) buildings, which is typically the most seismically vulnerable category of construction in a community, and is by far the most common type of building to be singled out for voluntary or mandatory seismic risk reduction programs in the United States. Prepared under the FEMA-funded ATC-66 Project, the FEMA P-774 Report has been written primarily for use by a non-technical audience, including government officials, building owners, and the general public. The document provides (1) information on the seismic performance of URM buildings, (2) guidance on developing a strategy for implementing a URM building risk reduction program, (3) examples of successful URM risk reduction programs, (4) information on how URM can be seismically retrofitted, and (5) other sources of relevant information.
