ABSTRACT: This Field Manual provides interim procedures and guidelines for determining if damaged postal buildings can be safely occupied after damaging wind storms and floods. Formatted as an easy-to-use pocket guide, the Manual is intended to be used by USPS professional staff and facility managers, structural engineers, and others involved in postdisaster building inspections. Procedures are given for three different levels of safety evaluation, including an initial damage assessment, which is designed to determine if the facility can remain open for business or should be further evaluated. Advice is provided on evaluating structural, geotechnical, and nonstructural risks for structures subject to wind or flood damage and on field safety for building inspectors. The document also includes posting placards and example applications of the procedures.
